In certain tags (e.g., MARC21 tags 650, 651), Koha should allow the same
subfield to appear in the same tag more than once and in a user-specified order
(i.e., subfields should not be sorted alphabetically).

For example, for tag 650, subfield $z can occur multiple times, with intervening
$x or $y (for example), representing more and more specific classification of
the item.
