When using a pound sign (#) in both the root and kohaadmin passwords, installer
fails claiming kohaadmin at localhost can not access the database.  This happens
shortly after supplying the root password.

Using password without a # in them works correctly.

I'm not certain which password is not being handled correctly but I suspect it
is the kohaadmin password.
