Summary: Add fines threshhold for warning when issueing items
           Product: Koha
           Version: unspecified
          Platform: PC
        OS/Version: All
            Status: NEW
          Severity: enhancement
          Priority: P2
         Component: Circulation
        AssignedTo: chris at katipo.co.nz
        ReportedBy: kyle.m.hall at gmail.com
         QAContact: koha-bugs at nongnu.org

For dev_week:
When issuing items to patrons, if the patron has *any* fine, circ always asks
if you really want to issue the item to this patron, we would like to add a
preference that would be a threshhold for *not* asking. That is, if the patron
has less then say $5 in fines, the system will just issue the item instead of
asking.

Note: Kados asked me to submit this bug. He will be committing a fix.
