Staff patrons with only acq+suggestion management enabled (i.e. not super user)
are denied access to budget management. The link(s) to 'Manage' budgets and
'Book Funds' and access to individual budgets from the 'Total' column are
enabled on the acquisitions page but trying to link from them results in an
Error: unauthorized user click to log out occuring.
