1- the NoZebra table is created by the script filling it. I'll add a wiki page
ASAP to explain how it works
2- the webinstaller should have a new step, after the other ones, to let the
user choose between Zebra & NoZebra & set the syspref accordingly
3- if NoZebra=1 and the table is empty, we should warn the librarian & point
the wiki page i'll create asap.
