Yes, but hopefully there is a way that the fine does not exceed the cost of the
book. Several libraries run this way, although others allow the fine to hit a
maximum. If a book only cost $4.95, we would still need a $50 cover expensive
hardbacks, but we shouldn't charge a patron $50 for a $5 kids book. Hopefully
it caps somehow at the price of the item, although this is iffy right now in
dev week.
