Dates for weeks to display in irregularity check are created by perl script,
and start with today().  To choose irregularities, however, the weeks must
begin with the subscription start date, which must be calculated dynamically.

This makes it impossible to successfully enter irregularities that have already
passed.  e.g.,
on 1 Feb, I want to enter a subscription that started on 1 Jan, with missing
issue on 1 Jan, then start receiving the issues.
