Holds link display now conditionalized by itemtypes.notforloan.  

This does not involve the item-specific status.  It may be that we want to
exhaustively go through all the items (at all the branches) attached to each
biblio to make sure at least one is loanable, but that would only inform
exceptional (damaged, lost, etc.) cases.  I'll leave that question open for
now.
