when  restarting a batch of marc records for the commit stage using the program
commit_biblios_file.pl or the software.  The subroutine BatchCommitBibRecords
in ImportBatch.pm is not ignoring the records that have already been
"imported".  It reprocessing them.  Causing major duplication
