When you used to mark a checked out item lost, it would charge the patron the
replacement cost. This no longer is happening.  I have tested with the Lost
status and the Long Overdue (Lost) status.   When set to Lost the item is no
longer on the patron record as checked out - but the patron isn't charged the
replacement cost.  When set to Long Overdue (Lost) the item stays on the patron
record as checked out - but does not stop charging overdue fines and doesn't
charge the replacement cost.

The expected reaction is that marking an item lost should stop overdue fines
from accruing and should instead charge the replacement cost - this is what was
happening when the manual was written:

This bug is being reported by me (after testing my system) and by several other
libraries using Koha.
