finesMode stats "Choose the fines mode, 'off', 'test' (emails admin report) or
'production' (accrue overdue fines). Requires accruefines cronjob."  The fact
is that it requires the fines.pl cronjob - and there is no accruefines cron.

The description needs to be edited.
