Currently the explanation for the reads as follows:

If ON, checkout will be prevented if returndate is after patron card expiry

This is not what happens. If this preference is ON, the due date will be set to
the patron record expiry date if the expiry date is before the due date. If
OFF, the normal due date will be used.

I suggest the following:

If ON, the due date will be set to the patron card expiry date if the expiry
date occurs before the due date.
