With a git install from current head (as of November 5 or 6), in patron
category creation, the section for messaging options either doesn't show or
shows but doesn't have check boxes for the various message types -- I've seen
both on two systems installed on the same day.  We thought the problem was the
one described in Bug 3608, where a script prevented loading of sample_notices
(which prevented loading of sample_notice_message_transport), and applied that
patch.  Now, the section has check boxes.  When I try to set some options in
the patron categories, it will record and display things like Hold Filled.  But
it won't retain settings for Advance Notice (e.g., 5 days, digest).  We see the
advance notice settings in the table, but they don't show in the patron
category display or edit.  

When I create a patron based on that category, it picks up the setting for Hold
Filled, but does not pick up or apply the advance notice setting.  The actual
patron record's messaging options do not show the advance notice as being
selected.

This problem seems to have come into head sometime between September and this
week; a system we updated to head in mid-September works fine but a new git
install from head this week doesn't.  Both are at version 3.01.00.061.
