Further investigation showed that user was clicking "Digest Only" without
checking "E-mail".  Since no transport was selected, the record was not being
handled as desired.

This would be, then, a training issue, that you must select a transport, as
well as digest-only.  If digests were only valid for email, it might be a
clever enhancement to force-check the email box when Digest is selected.
