with a fresh installation for koha version 3.0.3 , two items in the list of
"3-Patrons and Circulation " which are "Library Transfer Limits" and  "Item
Circulation Alerts" not found  in the stuff interface and Circulation and Fines
Rules had been freezed for non reason even after editing and make adding then
no change in the page , and another error with the koha version code number
with koha 3.0.2 in "about koha" section  say Koha version:    3.00.02.012  and
also with koha 3.0.3 it say the same Koha version:     3.00.02.012 .
