Pushed patch with initial syspref PO file processor and trial fr-FR
translation.  Some things left to do before release of 3.2

-- extensive testing, particularly for use cases like this
  -- when running pref-trans install, ensure that if
     a syspref is not in the .po yet, that en-US text for it
     ends up in the output .pref anyway
-- updating install-code.pl and misc/translator/install.pl to call prefs-trans
when needed; alternatively, write a better, easier wrapper script for
installing languages

Some things that may qualify as enhancements

-- improving .pref file format so that strings
   can be better tagged with linguistic information, 
   making it easier to translate for languages that 
   don't use an English-like word order in sentences.
-- allowing translation of the tabs

Marking as blocker as this is needed for release of 3.2.
