I don't know what the email looks like - but when I have been on the receiving
end of a routing serial the list of people is stapled to the top of the journal
so that we can see who to hand it to next and see who has received it already. 
Usually routing lists are used for internal library reasons - so if you know
that the next person on the list is on vacation you can give it to someone else
on the list... does that make sense?
