this feature is also included in 5872 (Enhancements to circulation management)
5872 does a lot more than just ReservesMaxPickupDelay to the Circulation
Matrix: it also manage how many holds can be placed, and hold rules (on shelf
yes/no and hold for patron of this branch only).
