The patch applies and the rules are added just fine now, but I'm not sure how
to test that it's actually working. Can you give me instructions for testing? 

I set a rule and then I confirmed a hold on the item. I then went in to the DB
and changed the waiting date to be after before the number of days I set the
max pickup delay to. I then checked the holds waiting pick up report and it did
not move the hold to the holds over tab - that to me says it's not working, but
I might not be testing right.  A test plan would help me confirm that this
works or doesn't work.
