I'm not entirely sure how the memberofinstitution syspref is supposed to work. 
Reading the code, it seems that if the syspref is turned on, creating a patron
with an Organizational type of patron category should offer a list of
institutions (based on the Organizational patron categories).  However, the
selection list for the pulldown is not populated (see screenshot).  I've tested
this at various versions including current master, and haven't found anyplace
where it works.

Does anyone know how this is supposed to work, and what is wrong with the
current code?  The only reference in the manual is the description of the
syspref.
