Bug 11068 - 2/2 - Update MARC21 es-ES default frameworks fields and translation

This patch updates es-ES authority frameworks.
Updates fields/subfields and also update translation

Version used is master + Bug 10962

Only to new installs

Test
1) remove MARC21 authority framework
2) load new file authorities_normal_marc21.sql
3) Check that load without errors
4) Is a direct translation of EN file, chech line count is equal
