Thanks for testing this bug, Paola!

It turns out that the up-to-date strings from "userflags.sql" and
"userpermissions.sql" weren't in my database, as the updated versions weren't
included in upgrades via updatedatabase.pl!

I've remedied that now. So here's the updated English version.
