To explain: to me stop words seem to stem from a time where search would die
searching for something like "the" - I think modern search engines are better
than that and we have always been happy that you can find the band "the the"
with Koha and haven't had stop words since moving to Zebra.

For stemming: I think stemming is a bit difficult, but could we not make it
depend on the language of the interface? Ideally it should depend on the
language you enter something in (if I use a German GUI and search a French
book...)... or could we stem for mulitple languages at once?
