To resume,
We have 4 defaults 'SUSPENSION','OVERDUES','MANUAL','DISCHARGE'. Prior to this
patch, they were translatable from the template (see SWITCH in
borrower_debarments.inc).
Now you can edit their description in the new admin view, but they cannot be
correctly translated (depending on the language of the interface).

I made one suggestion to Andrew: remove the ability to edit the lib for those 4
defaults. So we could still use the SWITCH and default to the description for
the others.
But it seems that it won't fit the need of the sponsor.

I do not have another solution however.
