We need Ben to varify that they really want to change the description of any of
the following types:

'Manual', 'Overdues', 'Suspension', 'Discharge'

And, to be honest, those should be easily altered via JS if required.. I don't
think this should block the rest of the work.

So.. to me it feels like we just need to take the same approach as we now have
with the accounts system, where the original system types are all coded in the
template and thus translations are not lost and then we fallback to
descriptions from the database for any new types.
