We talked this one over this morning, we think the idea of setting  preferences
by default is problematic, we would propose a workaround:
1 - Add a new system preference "SendAutoRenewalNotices"
2 - This syspref would replace the 'send-notices' switch on the cron, and would
be marked with deprecation
3 - It would allow libraries to review their messaging settings for
auto-renewal
4 - It should default to 'off' with a warning in the DB upgrade and release
notes and in the cron if set but the cron could enable the syspref if the
option is passed - to highlight the chnage
5 - the --digest option in the cron should be removed as the control should
rely on patron settings
