Note however that I'm not sure when this item was deleted, and we upgraded to
19.11 from 3.20 in April, and the fine was generated in December 2019.  So I'm
not sure this is still problematic for newly deleted items.  If you'd like me
to do further testing on 19.11 I'd be happy to.
