This still needs a little thought. With the patch:
- find a bib with two items
- place a bib-level hold for patron C
- place an item-level hold on item 1 for patron A
- place an item-level hold on item 2 for patron B
- go to Holds to Pull
- it shows 3 lines (one each for patrons A,B,C) even though only 2 holds can be
filled
