[Koha-devel] 1st Crack at FAQ

A (slightly edited) version of the below is part of the FAQ (call it
v.0.2.1?) and I'm gonna send it out to the general list for additions (to
the questions, not responses, I think) and then fill in the missing bits
(and repeat the review process).
