Altho at this stage is empty it will be being used soon. I have a whole
lot of work to do for Horowhenua to get a nice branch circulation system
up and running.

The rest of the empty tables tho are a hangover from the getting data
out of Horowhenua's original library system and can probably quietly
disappear :-)
