That's odd. You need to checkout, not import. Are you following
the instructions for "Command Reference for TortoiseCVS" ->
"Obtaining a Working Copy: CVS Checkout..." in the User Guide?

Sourceforge have some instructions at

which suggests how to get help with TortoiseCVS.
