Sure but you can't just change the behaviour of a feature. Having an option to change the behaviour would suite everybody.

I agree that the IndependantBranches system should be investigated to be
splitted in more detailed possibilities.
For example :
- reserve only my books / anyone books
- search only my members / all members
- catalogue only homebranch items / home or holdingbranch items
- ...

but I think it's something we should do in 3.2
In the mean time, I suggest to have a more open item editing option than
what we have now.
Should not harm too much libraries happy with "edit only homebranch"
behaviour, will be nice for libraries that need "edit home or holdingbranch"
