I have done same seach on the topic.
The module Text::CSV::Encoded is not available in Debian lenny.
We need to install it with CPAN.

For 3.2 I have update this bug:

For 3.0, I have inserted a new bug, this:

I have used the level 'blocker' because this is the level in 3.2
Reading a number of bugs in bugzilla, I have insert the bug in the
section ' Documentation'.
There are examples of similar bugs in section
'Installation and upgrade (command-line installer)'

I have seek for Debian lenny and Ubuntu (hardy, intrepid, jaunty, karmic).
For fedora and opensuse I don't know.
