Jonathan already noticed bug 13274. 
I’ve signed off on your secondary patch. If someone could QA it, I think that would be a better fix.

  Any chance that the QA tools can be modified to do a test run without a
  database active, this has been happening a lot lately and right now is
  preventing a build of 3.18 beta
