[Koha-devel] The meta-packages koha-perldeps

This is because it's called 'koha-_perl_deps'. If it included things
that weren't Perl, it would be called 'koha-deps'. If you need all those
things too (which often you don't in a development environment), then
you should use 'koha-deps'.
