[Koha-devel] NorwegianPatronDB

[Manos PETRIDIS]

Apparently libsoap-lite-perl, libcrypt-gcrypt-perl and
libconvert-basen-perl should be/remain mandatory in 3.22, as they are
required by a non-optional module, even if the functionality it provides is
not used.
