D-1, it would be great to have the following bug fixes into 16.05:

Needs QA:
16442 C4::Ris is not plack safe
16570 All checked-in items are said to be part of a rotating collection
16534 Error when checking out already checked out item (depending on
AllowReturnToBranch)
16459 Adding patrons to a patron card label batch requires 'routing' permission
16441 C4::Letters::getletter is not plack safe
16527 Sticky due date calendar unexpected behaviour
16458 Setting to guarantor: JavaScript error form.branchcode is undefined
16400 Proposal to uniform the placement of submit buttons
16518 opac-addbybiblionumber is not plack safe
16444 C4::Tags is not plack safe
16443 C4::Members::Statistics is not plack safe
16504 All borrower attribute values for a given code deleted if that
attribute has branch limits
16088 Excessive CGI->new() calls hurting cache performace under plack
16431 Marc subfield structure should be cached using Koha::Cache

3 critical need signoffs:
16573 Web installer fails to load structure and sample data on MySQL
16554 Web installer fails to load i18n sample data on MySQL 5.6+

And 3 others need signoffs:
16565 additional_fields and additional_field_values are not dropped in
kohastructure.sql
16455 TagsExternalDictionary does not work under Plack
16508 User permission "parameters_remaining_permissions Remaining
system parameters permissions" does not allow saving
systempreferences.
