[Koha-devel] Add "cc" and "bcc" fields to message_queue

Hi David,

it's true there is no configuration setting at branch level at the 
moment, but |NoticeBcc is used for queued messages and ClaimsBccCopy for 
serial and acquisition alerts sent directly.|
