[Koha-docs] Stable link to latest version of manual

Sometimes one or the other sites is down so having it in two places in nice
for those who use it often. Also the manual.k-c ones aren't as pretty but
they do load much much faster.  So when I want a quick answer I go there,
and when I want to show off the manual I go to translate.k-c.
