This patch had been pushed to 3.0.x but never submitted for HEAD - an
oversight, I assume.  I've cherry-picked it as well as the English
versions of Nahuel's patches for 2996, so now HEAD and 3.0.x are
consistent in having the default UNIMARC value_builder plugins be in
English.  I've opened bug 3007 for the four that are still in French.
