[Koha-patches] [PATCH] offline_circ must use SQLite v2 - because Kyles PHP does

I'm actually hoping at this point that someone on list knows how to
force DBD::SQLite to create a v2 format file.  Looks like DBD::SQLite2
hasn't been maintained in quite a while.
