[Koha-patches] [PATCH] offline_circ must use SQLite v2 - because Kyles PHP does

Hi Michael,

I'll need to some testing, but we have customers using Kyle's offline
circ module and the current version of the export, and it appears that
v3 is fine.  I'll double-check.
