This does point out a problem with the original script, however: it
doesn't require a staff login session to make a change to the routing
list order.  While I could almost think that a patron who figures out
how to make use of this to keep themselves at the top of a routing
list deserves to be rewarded for their efforts, we should tack on an
authorization check.
