[Koha-patches] [PATCH 01/28] Bugfix: Remove pointless executable bits from sql files.

I'll point out, for the benefit of the 3.2 release manager (hi, Galen!),
that patches 1-4 are bug fixes to the existing Debian packaging, already
in master, and patches 5-7 are just generally useful. I am hoping that
at least 1-4 will be accepted into master soon, and am planning to build
Debian packages for debian.koha-community.org with those changes
included.

The rest of the patch series introduces quite large changes, but it all
stays within the debian directory. A quick overview:

      * the single koha.deb package gets split into koha.deb and
        koha-common.deb
      * koha.deb is for people wanting the least painful way to set up a
        single Koha instance
      * koha-common.deb is for those who want multiple instances, or
        want to deviate from the defaults in koha.deb in some way
      * koha-common.deb includes a bunch of scripts to create and
        manipulate Koha instances; eventually these should move outside
        of the Debian packaging, but for now it is easier to assume
        things are in the places where Debian wants them to be

I've tested these changes a bit, but not run them in production yet.
