I have pushed 27 of the 28 patches to master on the basis that while
the Debian packaging work is still experimental, it can't interfere
with somebody who wishes to install Koha 3.2 from git clone or
tarball.  I have relegated the "Provide a download link to the
database dump on the tools page" patch to a topic branch, new/db_dump,
as it makes hard-coded assumptions about the location of the database
export that may not apply to all distributions and wouldn't work at
all unless you're using the Debian package.  The dump path should
become a setting in koha-conf.xml.
