[Koha-translate] Timeline for 3.0.1

To me is probably best, ill add it to the git repository and to the
pootle installation.

I hope to have it all up and running very shortly. Just sorting out
the last of the infrastructure.
Once its running, you can download and upload the .po files directly to/from it.
