[Koha-translate] Copy of fr-FR into fr-CA

Hi All,

I just upload new versions of the fr-CA files.

Basically, they are the same as fr-FR but the staff file which was 
adapted to the french canadian language.

Fred Capovilla: are you working on updating the files on your side too ?
