[Koha-translate] Copy of fr-FR into fr-CA

Hi,

We needed a correct 3.6 fr-CA translation file on 
translate.koha-community.org before starting our translation modifications.

All translation improvements we will do on our side will be added to 
translate.koha-community.org from now on.
