[Koha-translate] Can someone help me?

Thank you all! When you add vietnamese, can u show me where and how can i get started. I did download
The poedit program, but i can't download the .po file from site. They appear as a html site. Now i'm alone, but
Soon, i think some people will join me. Thanks again!
