Yep, it is currently down, Frederic who looks after it will have it up
shortly I am sure.
You can start your work though by creating a .po file from the version
you want to translate.

Do you have a git checkout of Koha? Or did you install from the
packages, or from tarball?

Unfortunately any *.koha.org url has nothing to do with Koha anymore
since it was taken over by a company hostile to the project. So don't
use them if you want to use Koha.
